Senate Republicans let their fury and frustration out at one another during a lengthy closed-door meeting that revealed the bitter feelings left over from a crushingly disappointing midterm election.

An at-times nasty and personal discussion took place at the Senate GOP lunch, where Senate Minority Leader Mitch McConnell (R-Ky.) and Sen. Rick Scott (R-Fla.), who have been at odds for months, traded recriminations over who was to blame for the GOP’s failure to win back the Senate.

The biggest fireworks came after McConnell stood up at one point in the meeting and observed that while he heard a lot of criticism of his leadership style, no one had yet announced any plan to challenge him for the job of Republican leader.

Scott, the chairman of the Senate campaign arm, then interjected to say that he planned to challenge McConnell at Wednesday morning’s leadership election, catching many of his GOP colleagues by surprise, according to a Republican source familiar with the conversation in the room.

McConnell quickly cut Scott off, telling him to wait his turn to speak. Then things really got heated.

McConnell accused Scott of mismanaging his job at the National Republican Senatorial Committee (NRSC) and of mischaracterizing the record of the Senate Leadership Fund, a super PAC affiliated with McConnell that poured tens of millions of dollars in a slew of key races, according to the source familiar with the confrontational exchange.

Scott then heatedly criticized McConnell for not putting out an agenda before the election and keeping his own leadership team in the dark.

“I’ve never seen Scott so fired up. It was a very impassioned, very direct confrontation with McConnell that McConnell did not expect,” said another person who witnessed the tense back-and-forth between senators. “It started off tense and it got very acrimonious.”

Scott’s comment didn’t sit well with Senate Republican Whip John Thune (S.D.), however, who pushed back hard, according to sources familiar with the conversation.

It got personal as Thune, who defended McConnell, made it clear he didn’t appreciate Scott second-guessing whether the rest of the GOP leadership team is fully looped-in on strategy.

Scott, who predicted last month that Republicans would control between 52 and 55 Senate seats next year, was criticized by McConnell’s allies for his fundraising record as NRSC chair.

Sen. Susan Collins (R-Maine) said the Senate Republican campaign arm wasted money, its digital effort wasted money, the committee didn’t spend enough on independent expenditures and praised McConnell for raising huge amounts of money for Senate GOP incumbents and challengers, according to a person familiar with the conversation.

Collins also pointed out that while Scott is now supporting calls to delay the Senate Republican leadership election, he was happy to be elected chair of the NRSC immediately after the 2020 election, when the rest of the current GOP leadership team was also elected.

At the time — in November of 2020 — future control of the Senate was in question as then-Sens. David Perdue (R-Ga.) and Kelly Loeffler (R-Ga.) were facing runoff elections in Georgia the following January. Both senators wound up losing reelection.

Sen. Ted Cruz (R-Texas), who supports delaying the Senate leadership election until next month, said after the meeting “we had as vigorous, substantive debate on the question of leadership as I’ve ever seen in the Senate.”

“It’s the first time really we’ve had that debate so I’m glad of that. I hope it continues and I believe it should continue for the next month,” he said.

Cruz did not say whether he would vote for McConnell or Scott as leader.

Sen. Mike Braun (R-Ind.) said he and several other senators criticized McConnell for playing too much defense against Democrats and not doing more to lay out an agenda for how Republicans would govern if in power.

“I’ve been convinced all along that if we want to do better in the elections, from the presidential [to] especially the swing-state Senate races, we’ve got to have a plan for the American public and if we don’t we can expect more of the same,” Braun told reporters after the meeting, referring to the Senate leadership’s decision not to lay out a comprehensive governing agenda before Election Day.

Other senators defended McConnell and blamed the disappointing election on Scott’s management of the NRSC or former President Trump’s influence on races.

Sen. Joni Ernst (Iowa), who is running for Senate Republican Policy Committee chair, the position being vacated by retiring Sen. Roy Blunt (R-Mo.) said she thought McConnell did a good job, according to a person in the room.

When Ernst stood up to make her case for why she deserves a promotion in the leadership, she explained to colleagues that she has thought about the move for months.

“So that is not a knee-jerk reaction for me or a vendetta against someone else — [I] have put a lot of time, thought and energy into [this] and I appreciate the opportunity to serve as your vice chair,” she said, referring to her current job as vice chairwoman of the Senate GOP conference. “I’m ready to move into a new position.”

Some senators interpreted Ernst’s comment that her bid for a higher leadership position was not a “vendetta against someone else” as a subtle jab at Scott’s motivations for challenging McConnell.

A person familiar with Ernst’s thinking, however, said the choice of the word “vendetta” was not aimed at Scott.

Scott laid out his case to become next Senate GOP leader in a three-page “Dear Colleague” letter circulated Tuesday.

“I believe it’s time for the Senate Republican Conference to be far more bold and resolute that we have been in the past. We must start saying what we are for, not just what we are against,” he wrote.

He promised that if elected leader he would “never surprise you with legislation and ask that you vote on something you haven’t had an opportunity to review.”

He also pledged “to always work to be transparent with each of you and to bring the conference together” and to “lead the conference in developing a positive, aspirational agenda that outlines our legislative goals and what Senate Republicans stand for.”

“I humbly ask for your vote as your next Republican Leader,” he concluded.

Scott had contemplated announcing his leadership bid last week but decided not to after Republicans failed to capture the Senate majority on Election Day.

But Scott gained more momentum over the past week after a group of Senate Republican conservatives including Sens. Josh Hawley (R-Mo.), Marco Rubio (R-Fla.), Mike Lee (R-Utah) and Cruz called for the leadership elections to be postponed until after the Georgia Senate runoff on Dec. 6.

Scott made no mention of his plans to challenge McConnell when he attended the Monday afternoon leadership meeting, which is held on weekly basis when Congress is in session in McConnell’s office.

Blunt, a member of the GOP leadership team, predicted the motion to postpone the leadership election would fail and McConnell would be reelected as Senate GOP leader.

Poland has called a meeting under NATO’s Article 4, which allows members of the alliance to summon all members for a meeting when their security is at risk, after Russian missiles reportedly crossed into the country and killed two people miles from the Ukraine border.

Reuters reported that NATO ambassadors will meet on Wednesday over the incident, which Ukrainian President Volodymyr Zelensky called a “really significant escalation” of Russia’s war.

Russian-made missiles reportedly killed two people near a grain silo in a village about 15 miles from the Ukraine border. However, Russia’s Defense Ministry has denied firing any missiles near the Ukraine-Poland border.

Article 4 of the North Atlantic Treaty states: “The parties will consult together whenever any of them have the opinion that the territorial integrity, political independence or security of any party is threatened.”

The U.S. and other NATO members have largely said they are still gathering information on the incident before deciding how to respond. The missiles landed in Poland amid a fierce Russian aerial barrage on Ukraine targeting energy infrastructure ahead of winter.

The strike has set off a frenzy over the Western alliance’s mutual defense mechanism known as Article 5.

That article says that any attack on a NATO member “shall be considered an attack against them all,” which was last invoked following the 9/11 terrorist attacks on the U.S.

Articles 4 could lead to a wide range of outcomes, as it prompts consultation but no specific steps or actions. The meeting’s findings could set the stage for a formal invocation of Article 5.

Dmytro Kuleba, Ukraine’s foreign minister, called Tuesday afternoon for a NATO summit with Ukraine’s participation to discuss next steps.

“Collective response to Russian actions must be tough and principled,” he wrote, reiterating calls for western fighter jets and air defense systems to intercept Russian missiles.

Senator Chris Coons (D-Del.) on Tuesday called Poland “one of our strongest partners and allies in support of Ukraine’s fight against Russia’s aggression.”

“President Biden’s made it clear over and over, we’ll defend every inch of NATO territory,” he told The Hill. “The question is, was this an attack of some kind? Was it an accident? We don’t know yet.”

Biden spoke with Polish President Andrzej Duda early Wednesday morning from Indonesia, where Biden is attending the G20 summit.

“President Duda described Poland’s ongoing assessment of the explosion that took place in the eastern part of the country near the border with Ukraine,” said a White House readout of the call. “President Biden offered full U.S support for and assistance with Poland’s investigation.”

Judge strikes down Title 42 policy blocking asylum seekers

A federal judge on Tuesday vacated the Title 42 policy that allowed border agents to rapidly expel migrants without letting them seek asylum, toppling a Trump-era policy embraced by the Biden administration.

D.C. federal district court Judge Emmet Sullivan found the policy violated the Administrative Procedures Act, striking down the controversial policy and blocking the Biden administration from using it to turn away migrants.

Crafted under the Trump administration in the earliest days of the pandemic, Sullivan found the policy to be arbitrary and capricious, violating standards of the Administrative Procedure Act (APA), “because CDC failed to adequately consider alternatives and the policy did not rationally serve its stated purpose.”

The judge also noted the CDC’s “decision to ignore the harm” caused by the policy likewise violated the APA.

“It is unreasonable for the CDC to assume that it can ignore the consequences of any actions it chooses to take in the pursuit of fulfilling its goals, particularly when those actions included the extraordinary decision to suspend the codified procedural and substantive rights of noncitizens seeking safe harbor,” Sullivan wrote.

Lee Gelernt, a lawyer for the American Civil Liberties Union representing immigrants challenging the policy, celebrated the decision.

“Title 42 has caused grave harm to thousands of desperate asylum seekers. The ruling puts an end to a policy that misused the public laws as a pretext to abandon our commitment to provide a hearing to those fleeing danger,” he said in a statement.

The end of Title 42 will almost certainly be celebrated by immigrant advocates, but the sudden end to a key component of the administration’s border enforcement toolkit could enhance the perception of chaos at the border.

Title 42 was marketed as a pandemic response policy, but  most observers deemed it a transparent attempt to use the pandemic as an excuse to gut asylum.

In his ruling, Sullivan agreed with the critics that questioned Title 42’s public health bona fides.

“The Court is not convinced that the Title 42 orders do not fall into the category of a ‘quarantine, isolation, or 22 other public health measures,’ as contemplated by the 2017 Final Rule,” wrote Sullivan.

Title 42 was technically beholden to an order by the Centers for Disease Control and Prevention (CDC), but Trump administration emails made public revealed the order was politically engineered from within the White House.

Under the policy, many foreign nationals who presented themselves at the border were not allowed to claim asylum and were instead immediately expelled to Mexico or their home country.

Mexico initially agreed, under pressure from the Trump administration, to receive Guatemalan, Honduran and Salvadoran nationals under the policy, but in October Mexico cut a deal with the Biden administration to also receive Venezuelan nationals.

The Biden administration’s embrace of Title 42 – a signature Trump policy allegedly designed by Stephen Miller – was a gut punch to immigrant advocates, who thought Biden would restore full implementation of asylum law.

Instead, the Biden administration strongly defended the dubious public health qualifications of the policy, used it to expel around 25,000 Haitians to their crumbling country, and expanded its use to Venezuelans.

Venezuelans had until October been exempted from Title 42, as their home country would not receive expelled Venezuelans, and a deal had not been cut with Mexico to take them in.

While Title 42 expulsions are down from their highest monthly numbers, more than 100,000 per month in spring of 2021 and 2022, 78,477 people were still processed using the policy in October.

House GOP picks Emmer as GOP whip, Scalise as leader

House Republicans elected Rep. Tom Emmer (R-Minn.), the chief of their campaign team,to be House majority whip in a closed-door conference vote on Tuesday, ending a closely-fought race with Reps. Jim Banks (R-Ind.) and Drew Ferguson (R-Ga.).

The conference separately voted to elect Rep. Steve Scalise (R-La.) as majority leader by voice vote. Scalise had been serving as minority whip. Minority Leader Kevin McCarthy (R-Calif.) was elected Speaker-designate. A vote on the House floor will eventually determine the Speakership.

Emmer won the race for House majority whip, the third-ranking post in a GOP majority, locking up a victory in what was considered the most competitive race in the conference.

The three-way race was decided on the second ballot in a 115-106 vote between Emmer and Banks.

Ferguson was knocked out in the first round of voting, winning 71 votes compared to 72 for Emmer and 82 for Banks.

Rep. Virginia Foxx (R-N.C.) nominated Banks, and Reps. August Pfluger (R-Texas) and Ashley Hinson (R-Iowa) seconded.

Rep. Tom Cole (R-Okla.), nominated Emmer for the post, while Rep.-elect Derrick Van Orden (Wis.) and Rep. Patrick McHenry (R-N.C.) seconded the nomination.

Rep. Mario Diaz-Balart (R-Fla.) nominated Ferguson, while Rep. James Comer (R-Ky.) and Rep. Diana Harshbarger (R-Tenn.) seconded the nomination.

Emmer, currently the chair of the National Republican Campaign Committee, led the House Republicans through this month’s midterm elections and the 2020 cycle, focusing on how unexpected gains in 2020 set the groundwork for securing a GOP majority in 2022 despite smaller-than expected gains this year.

In materials allocated to members last week, the Minnesota Republican leaned into his “honest and direct engagement with members.”

Banks — who currently chairs the Republican Study Committee, the largest conservative caucus in the House — emphasized maintaining “relationships with the coalitions who’ve helped us and the voters who elected us” in his bid for the job. He secured an endorsement from Concerned Women for America, a right-wing Christian group, and pointed out that he is a veteran.

And Ferguson, who currently sits as chief deputy whip of the GOP conference, highlighted his experience on the whip team.

National Republican Senatorial Committee Chairman Rick Scott (Fla.) announced during a closed-door Senate Republican Conference meeting Tuesday afternoon that he will challenge Minority Leader Mitch McConnell (Ky.) for his job as top Senate GOP leader.

Scott’s spokesman, McKinley Lewis, confirmed the leadership challenge, which caught many Senate Republicans by surprise.

The Florida senator, who currently chairs the National Republican Senatorial Committee, laid out his case to become next Senate GOP leader in a three-page “Dear Colleague” letter circulated Tuesday.

But Scott gained more momentum over the past week after a group of Senate Republican conservatives, including Sens. Josh Hawley (Mo.), Marco Rubio (Fla.), Mike Lee (Utah) and Ted Cruz (Texas), called for the leadership elections, which are scheduled for 9:30 a.m. on Wednesday, to be postponed until after the Georgia Senate runoff on Dec. 6.

The Florida Republican has support from several outside GOP groups, which met with senior Senate staff and a senior McConnell aide Tuesday morning, to renew the call to delay the leadership election until next month.

A group of conservatives called on Senate and House leaders in an open letter to delay leadership elections until the results in the Georgia Senate race and several House races where ballots are still being counted are known.

“It was explicitly made known by both groups and leaders that McConnell should delay the leadership election,” said a source familiar with the meeting.

The source said McConnell’s staff was “put over the fire over this.”

“There was obvious frustration, there was a lot of criticism in the room regarding Leader McConnell’s position” on passing an omnibus spending package at the end of the year, which the GOP leader appears to support, and the GOP’s leadership’s “belittling” of GOP senators who have called for a delay in the leadership election, the source reported.

Scott, Lee and Cruz penned an op-ed for Fox News in September calling on Republican leaders to pass a stop-gap spending measure lasting into next year so that House Republicans, who will likely be in the majority in 2023, can have more say in negotiating the omnibus spending package.

Former President Trump is seeking to reclaim the political spotlight with a Tuesday evening event at his Mar-a-Lago resort that he first teased a week ago, before the midterm elections.

His “special announcement” is widely expected to be the launch of his 2024 presidential campaign, even as the former president faces pushback from within the Republican Party, with many saying such a move should come after next month’s Georgia Senate runoff.

The announcement comes as Trump appears to be at “substantial risk” of criminal prosecution over his efforts to overturn the 2020 election in Georgia, according to a new report from the Brookings Institution.

The event is scheduled to begin at 9 p.m. ET.

Russian missiles reportedly cross into Poland, killing two

Russian missiles killed two people after crossing into Poland, according to a U.S. intelligence official, sparking fears of an escalation of the war in Ukraine.

A Polish official confirmed the strike to the Washington Post, which also reported that Polish Prime Minister Mateusz Morawiecki has summoned a meeting of the country’s defense and security leaders.

The missiles reportedly killed two people near a grain silo in a village on the Ukraine border.

Pentagon press secretary Brig. Gen. Pat Ryder said he was “aware” of reports that missiles had struck inside Poland.

“I can tell you that we don’t have any information at this time to corroborate those reports and are looking into this further,” he said.

It’s unclear whether the strike was intentional or a mistake, and the Kremlin has yet to comment on the situation.

Poland, unlike Ukraine, is a NATO member, meaning that an attack on the country would theoretically trigger Article 5 and prompt a full military response from the alliance.

President Biden has repeatedly said that the U.S. will not directly engage in Ukraine but that it would defend “every inch” of NATO territory.

“We have a sacred obligation,” he said during a speech in Poland in March. “We have a sacred obligation under Article 5 to defend each and every inch of NATO territory with the full force of our collective power.”

Latvia’s defense minister, Artis Pabriks, sent his condolences to “our Polish brothers in arms” in a tweet Tuesday afternoon, accusing the “Criminal Russian regime” of firing the missiles.

“My first reaction would be that after Russians hit Polish territory, 4. Article is in place, just like air defence of Ukrainian air,” he wrote.

Article 4 allows NATO members to bring an issue of concern to the table for discussion among the full alliance.

House Republicans nominated Minority Leader Kevin McCarthy (Calif.) to be Speaker in a closed-door conference meeting on Tuesday after he faced a last-minute protest challenge from Rep. Andy Biggs (Ariz.), a former chairman of the conservative House Freedom Caucus.

McCarthy won easily, 188 to 31, in the internal conference meeting. But in the eyes of Biggs and his supporters, the goal was merely to demonstrate that McCarthy lacks the support to seize the gavel when the full House meets to choose the Speaker early next year.

The 31 votes opposing McCarthy easily met that threshold, raising immediate questions about how McCarthy — who had failed to ascend to Speaker in 2015 — will make up the difference between now and then.

The secret-ballot House Republican Conference vote is just the first step for McCarthy to take hold of the gavel. He must win a majority in a public vote on the House floor — at least 218 votes, assuming a fully sworn-in House — on the first day of the next Congress on Jan. 3.

Tuesday’s vote comes as the final breakdown of House control remains unknown, with 14 House races undecided and election projections putting Republicans just one vote shy of securing the majority. The exact size of the slimmer-than-expected majority will have major implications for the rest of McCarthy’s path to the gavel.

Biggs launched a late challenge to McCarthy on Monday night, announcing on Newsmax that he would be an alternative in the Tuesday election.

At the GOP meeting on Tuesday, Biggs was nominated by Rep. Chip Roy (Texas), with Reps. Michael Cloud (Texas) and Ralph Norman (S.C.) seconding the nomination, according to a source in the room. Rep. Kelly Armstrong (N.D.) gave a speech in support of McCarthy.

Earlier in the day, Biggs did not make a presentation at a House GOP leadership candidate forum — during which McCarthy got standing ovations.

“We have a new paradigm here, and I think the country wants a different direction from the House of Representatives,” Biggs said on Newsmax. He has previously expressed disappointment with McCarthy downplaying the prospects of impeachment for Biden administration officials like Homeland Security Secretary Alejandro Mayorkas.

It is unclear how many Republicans would vote against McCarthy on the House floor on Jan. 3.

Conservatives say that McCarthy does not have 218 votes, but McCarthy’s allies project confidence that he will be Speaker. Biggs said on former Trump adviser Steve Bannon’s “War Room” podcast on Tuesday that there are a “significant number of hard no’s” for McCarthy in the House GOP.

The Freedom Caucus is pushing for changes to internal conference rules that, on the whole, would chip away at leadership’s power and give more to individual members — a major dynamic at play in Biggs’s challenge to McCarthy. It is possible that granting some of those requests may influence those skeptical of McCarthy between now and Jan. 3.

“By December 16th, you’ll have a pretty good idea whether Mr. McCarthy is for the job,” Biggs said on the Tuesday podcast.

One of those requests is restoring any member’s ability to make a motion to vacate the chair, which would force a recall vote on the Speaker. Freedom Caucus co-founder and former Rep. Mark Meadows (R-N.C.) made the motion in 2015, contributing to a rebellion that ended in former GOP Speaker John Boehner (Ohio) resigning from Congress later that year.

McCarthy is opposed to this change, arguing that it would give too much power to Democratic members.

The House GOP conference will vote on rules on Wednesday, much to the frustration of Freedom Caucus members, who requested that a vote on the rules happen before leadership elections.

Not all members of the Freedom Caucus agree with the tactic of challenging McCarthy, however.

Rep. Marjorie Taylor Greene (R-Ga.), once a doubter of McCarthy’s ability to become Speaker, has become one of his most vocal supporters for the post — as she hopes to secure favorable committee assignments in the next Congress. A slim majority, she fears, could cause moderate Republicans to join Democrats and elect a compromise moderate candidate.

“We have to like Kevin McCarthy,” Greene told reporters Monday. “I can’t support a challenge that will allow the Democrats to — to elect their own Speaker by pulling some of ours.”

The Speakership has been a longtime goal for McCarthy, who has been active in Republican politics since his young adulthood.

“Can I be Speaker?” McCarthy said in jest to a member presiding over the House at one point during an overnight, record-breaking speech on the House floor last year, when he delayed passage of a major Democratic tax, climate and spending bill.

After rising to minority leader in the California State Assembly, the Bakersfield, Calif., Republican was elected to the U.S. House in 2006, eventually rising through the leadership ranks from chief deputy whip to whip to majority leader.

But Biggs’s challenge is the latest chapter in the saga of McCarthy battling and wooing the House GOP’s right flank.

McCarthy’s first shot at the Speakership, when he was running to replace Boehner in 2015, was foiled by opposition from the Freedom Caucus. And in 2018, Rep. Jim Jordan (Ohio), another member of the House Freedom Caucus, challenged him in the race for GOP leader.

But as the top House Republican for the last four years, McCarthy has given the right flank a seat at the table, unlike some of his leadership predecessors.

Jordan is set to become chairman of the House Judiciary Committee, and is fully supporting McCarthy. Greene was invited to participate in McCarthy’s “Commitment to America” policy platform rollout in September.

And perhaps most notably, McCarthy quickly mended his relationship with former President Trump after saying that Trump bore responsibility for the Jan. 6, 2021, Capitol attack, traveling to Mar-a-Lago to meet with him weeks later.

Trump threw his support behind McCarthy for Speaker before last week’s election. McCarthy has not endorsed the former president running for a third time in 2024, which Trump is expected to announce Tuesday night.

GOP rep announces 2024 challenge to Manchin

West Virginia Rep. Alex Mooney (R) announced Tuesday that he will run for Sen. Joe Manchin’s (D-W.Va.) seat in 2024, declaring himself “all in” and bashing Manchin as a “liberal Democrat.”

Mooney, who was just re-elected to a 5th House term, is the first serious challenger to jump into what could turn into a competitive Republican primary in a state that former President Trump won with 68.6 percent of the vote in 2020.

“I’m announcing right now that I am officially running for the United States Senate for the seat that’s open in two years that Joe Manchin currently is in and I’m all in,” Mooney told Hoppy Kercheval, the host of West Virginia MetroNews’ “Talkline.”

Mooney noted that he won 66 percent of the vote in his election last week to West Virginia’s second congressional district and declared “I am not happy with the U.S. Senate results,” referring to the failure of Republicans to retake the Senate majority.

“Republicans need to take the West Virginia seat in two years for the sake of this country,” he said.

He called Manchin “the chief enabler of Joe Biden,” referring to the senator’s vote in August for a sweeping bill to set a corporate minimum tax, spend $370 billion to fight climate change and lower prescription drug costs.

“I think he’s a liberal Democrat and West Virginia doesn’t deserve that anymore and it has to be changed,” he said.

Manchin, who turned 75 in August, hasn’t said whether we’ll run for a fourth Senate term in two years.

Mooney may face a primary race against West Virginia Attorney General Patrick Morrisey (R), who told The Hill last week that he’s “looking very closely at the Senate race.”

Morrisey would bring a big campaign war chest to any primary battle. He and his allies say they have a capacity to raise at least $12 million for a statewide primary.

That may be why Mooney wants to be first out of the gate in announcing his plans to challenge Manchin.

The West Virginia congressman, however, pointed out that Sen. Shelley Moore Capito (R-W.Va.) announced her intention to run for Senate in November of 2012 for the 2014 election.

Mooney also said he will support Trump’s bid for the White House if he announces his plans to run for the GOP presidential nomination in 2024.

“I’m very grateful to President Trump for endorsing me in my primary,” he said. “I do think West Virginia voters support him. He’s a fighter.

“I’m supportive of Trump, obviously, he supported me and I’ll support him,” he said. “I’d like to go meet with him and get his support again.”

Kercheval asked Mooney about allegations that he violated House ethics rules by taking a vacation with his family paid for by HSP Direct LLCC, a company that has received money from his campaign.

Mooney dismissed the allegation as a “distraction.”

“I think the left is using attacks, raiding Mar-a-Lago and things like as a political tool now,” he said. “I run on the issues.”
